Game Overview

In FBI each player leads a team of 6 field agents in an attempt to arrest the most notorious criminals wanted by the Bureau. Each criminal will earn a player points but beware because there are some innocent bystanders out there that if arrested will reduce your score and agents are not immune to errors.
The game begins with each player taking 6 agents (each of a different colour), a slammer to hold offenders and two starting purple cards. Each slammer is numbered and this represents the turn order for each hand and by playing 1 purple card the initial turn order is established.
The game is then set-up by placing the 6 bonus cards, in a row. Then a number of suspect cards are placed below the corresponding coloured bonus card. The number of cards placed is always 2 times the number of players and in this way the game is nicely balanced for any number of players. Each of the suspect cards will have a positive value (criminals) or a negative value (innocent bystanders). The main phase of the game now begins with each player secretly selecting 2 of their 6 field agents. In turn they will play 1 field agent at a time and the colour they play will allow the player to select any 1 suspect from that line. In this way the players aim to arrest the criminals of the greatest value and place them in their slammer. Of course this round will always be different with each play as the make-up of the suspects, their value and colour will differ each time. This round will see players guess and second guess each other as they try to work out which 2 agents they will select.
The round ends when the last suspect is taken. Additional hands are played in this fashion until the round when the last suspect card from the deck is added to the table. At the end of this round the bonus cards of each colour are awarded to the player with the highest value of each colour. The bonus values plus the total value of all cards are added together to get each player's total score with the highest score winning.
Now for the twist. Between each round the players must select one card from their slammer and reveal it. The highest card revealed will allow that player to take the number 1 slammer and all other slammers are allocated in this way. So the slammers (and turn order) move between players each round and this means that each player must do their best to keep track of the points within each slammer. A player can deliberately go after the innocent bystanders (negative points) to make a slammer have a low score. They just want to avoid finishing the game with that slammer in their possession. Likewise, players will want to track the highest valued slammer and possess it at the end of the last round. Sound easy? I guarantee it isn't.

 
The Final Word

FBI is a challenging game in the first few plays but with practice the strategy becomes more natural. Unlike many games, players can go about securing the victory by seeking low cards, not just high and this can throw other people's tactics off. The cards are of a high quality and the theme is enjoyable. Little touches like the slammer and handcuff card (denotes who goes first) add to the theme and enjoyment. Welcome to the FBI!

 
Pick-up & Play
 
These games can be picked up and learned in 30 minutes or less making it ideal for new players. The rules are straightforward and can often be clearly understood without even playing the game. These games are great for all ages due to the minimal rules and options available. Don't make the mistake of regarding this category as too easy though as truly great games can be found here and it would be a folly for experienced gamers to overlook them.
 
 
Moderate
 
Moderate games can still be learnt in approximately 30 minutes but are designed to offer a greater depth of strategy. Games at this level will often appear straightforward at first but after several plays a greater sophistication will become apparent. This adds much to the games re-playability and will appeal to gamers that enjoy the variety of options available to them. The rules for these games can sometimes take several reads due to their intricate nature and therefore several play tests are required to fully clarify them. These games can appeal to hard-core gamers and infrequent gamers alike. A large number of gamers will find themselves playing games in this category.
 
 
Challenging
 
These games can still be learnt and enjoyed by newcomers to gaming but on the whole are best suited to the experienced gamer. The rulebook can be more akin to a small journal at times and the complexity is mentally challenging. These games are without a doubt still very enjoyable but they will take more work to prepare for and often require a serious commitment to play (large part of a day or weekend). These games often appeal to lovers of a particular genre or the regular miniatures gamer.
